THE CULTURE OF THE PUBLIC SPACE
Public space and culture are fundamental and inseparable concepts for the construction of an inclusive city. The proposal for the New Administrative Headquarters of the Ministry of Innovation and Culture is built on the hypothesis of the opening and recovery of the entire land as a new public space of cultural identity for Santa Fe. A support that allows and proposes cultural expression in All its dimensions.
The project strategy consists of the total liberation of the ground floor and the concentration of the program on two of the edges of the land, conserving and putting in value the architectural and natural patrimonial elements.
The ground floor, open to multiple visual, circulatory and appropriation tensions, reinterprets with a new programmatic logic the memory of the emptiness of the gardens that originally extended to Castellanos Street.
The mass of the program is concentrated longitudinally in one piece on the medianera through free plants of great spatial and programmatic flexibility, configuring in ground floor a linear sequence of accesses / expansions that, as only space of contact with the ground, dynamizes the use Of its totality.
The auditorium is articulated with this piece as a massive and elevated volume taking the edge of the street Castellanos, generating a large semi-covered multipurpose that releases visual interference the ground floor with a continuity that extends the void at pedestrian level preserving the presence of The house as the only massive element of tread exempt on the ground.
In this way, the ground floor appears as a flexible, architecturally-sound programmatic plan, containing rainwater reservoirs, absorbent green surfaces, dry and semi-covered dry areas, expansions of interior programs and support equipment such as seats, bicycle parking, Mounting surfaces for exhibitions and events.
Formally the new intervention is accurately adapted to the total height of the House of Culture, while from materiality the contrast is proposed with a massive and solid image that eliminates all geometric reference to the existing language.
In the same sense, the auditorium appears as a blind volume of white concrete with an opening in the foyer towards the house and another towards Castellanos in the rehearsal room.
The volume that houses the rest of the program presents a precast concrete envelope to the west operating as passive solar control, and a face glazed towards a longitudinal vacuum on the medianero axis that compensates the apple heart, thus allowing illumination and cross ventilation in the whole Of the operating areas.
The integral image from the outside is blind from the perceptual, allowing its use for projections and generating a backdrop that puts in value the forms of vegetation and the palace.
