The purpose of the Foundation is to promote and fund art and culture within the framework of federal responsibility. A central emphasis is to be placed on the promotion of innovative programmes and projects in an international context. From the jury's evaluation:
"The plan has a strategy that consciously contrasts the surrounding: the volume, the construction, the material, the structure, the lighting and the buildings' access. The building is consequently and authentically contemporary. The break towards the neiboured buildings emphasizes that fuctionally and architecturally a new chapter is about to begin.
The building replaces the cavity in the city's structure. There can be no misunderstanding that this is a fresh start after demolition. Its uniqueness, modernity and openess towards the city persuasively reflect the foundation's philosophy.“
